Under the guidance of Chief Minister Yogi Adityanath and the leadership of Panchayati Raj Minister Om Prakash Rajbhar, the Uttar Pradesh Panchayati Raj Department is redefining rural governance through technology-driven innovation and citizen-centric service delivery.

In a significant national achievement, three pioneering initiatives of the Uttar Pradesh Panchayati Raj Department have been featured in the prestigious National Compendium released by the Ministry of Panchayati Raj, Government of India. The compendium showcases the best governance practices from states and Union Territories across the country.

The inclusion of these initiatives at the national level reflects Uttar Pradesh’s leadership in digital transformation, financial transparency, and rural service delivery. Through the extensive use of technology, the state has strengthened grassroots governance, improved accountability, and brought public services closer to rural citizens.

The Three Initiatives Recognized in the National Compendium are-

AI-Based Panchayat Gateway Portal

To enhance accountability and operational efficiency in Gram Secretariats, the Uttar Pradesh Government has implemented an AI-enabled Panchayat Gateway Portal. The system utilizes facial recognition and geo-fencing technologies to ensure transparency in financial transactions.

Under this mechanism, digital payments related to development works can only be processed after the digital attendance of the concerned Panchayat Secretary, Gram Pradhan, or Panchayat Assistant is recorded from within the Gram Secretariat premises. This innovation has significantly reduced the scope for financial irregularities while strengthening transparency and accountability.

Establishment of Aadhaar Centres in Gram Secretariats

To improve access to essential services, especially for elderly citizens, women, and persons with disabilities, Gram Secretariats across Uttar Pradesh have been developed as Aadhaar enrolment and update centres.

Citizens no longer need to travel to the tehsil headquarters or urban centres for Aadhaar-related services. The Directorate of Panchayati Raj has obtained official registrar status from UIDAI for this initiative. Besides saving time and resources for rural residents, the initiative has also created additional income opportunities for Panchayat Assistants.

Digital Revenue Collection System

With the objective of making Panchayats financially self-reliant, Uttar Pradesh has implemented a comprehensive Digital Revenue Collection System. The entire process from demand generation to real-time bank reconciliation has been digitized.

The transparent and technology-enabled system has helped curb revenue leakages, improve tax collection efficiency, and substantially increase the own-source revenues of Panchayats. As a result, local bodies are becoming increasingly self-sufficient and better equipped to undertake development works independently.

This achievement reflects the vision of Chief Minister Yogi Adityanath to build self-reliant, transparent, and resource-rich Gram Panchayats across Uttar Pradesh. The three initiatives have emerged as best-practice models and are now serving as an inspiration for other states.

Speaking on the occasion, Panchayati Raj Minister Om Prakash Rajbhar said, “This is a moment of immense pride for all of us. In line with the vision of Hon’ble Chief Minister Shri Yogi Adityanath, we are successfully implementing the concept of ‘Digital Panchayat – Empowered Panchayat’ on the ground. The recognition of our three initiatives as national models demonstrates that Uttar Pradesh is setting new standards in good governance.”

Amit Kumar Singh, Director, Panchayati Raj Department, stated, “We remain committed to advancing the vision of ‘Developed Panchayats for a Developed India.’ The inclusion of three Uttar Pradesh initiatives in the National Compendium is a recognition of the dedication and hard work of our officers and staff across the state.”

This national recognition highlights a transformative shift in Uttar Pradesh’s rural governance ecosystem and reinforces the state’s position as a leader in technology-enabled, transparent, and citizen-focused administration.
